I am trying to find the name of the individual using their phone number.

Is there a free site that will allow me to find the name of a cellular or unlisted number at no cost?

I have found some that offer partial services, but none offer a name without referring me to a payment site.

I do know that the unlisted landphone uses Pacific Bell and the cellphone uses Sprint Spectrum.

Every service that claims that they have listings for cellphone numbers rely on figuring out cellphone numbers from publicly-available information. In other words, they create their databases by brute force.

For example, a search engine search for 602-373-???? results in cellphone numbers assigned to T-Mobile in Phoenix, Arizona.
