I've heard of ecoli from raw flour. Cold Stone Creamery had to change the way they made Cake Batter ice cream due to the use of raw cake mix. But that's the only time I ever heard of a problem with raw flour. I've been eating raw cookie dough all my life with no ill effects including raw eggs.

I don't know why they could, it's only flour, shortening, water and sometimes sugar or salt. It's not the best tasting thing in the world, but I'm sure it's not a health hazard.
