Some believe they are 12 prophets from the Old Testament era and 12 disciples of Jesus in the New Testament (no Judas is not included having denied the Lord and then went out and hung himself - Matthias was appointed in his place in Acts).

Although some could argue that the elders are the 12 prophets and the 12 patriarchs.

Section 77 of the Doctrine & Covenants answers a few of the Revelations questions...
5 Q. What are we to understand by the four and twenty elders, spoken of by John?
A. We are to understand that these elders whom John saw, were elders who had been faithful in the work of the ministry and were dead; who belonged to the seven churches, and were then in the paradise of God.
As for the "seven churches" I am not sure what all those are...if you notice in Mormon theology and really throughout the bible there are SO many things that have to do with the number seven. I am sure the "seven" is symbolic of something, but I do not know what.
You should read section 77 in the D&C, there are lots of questions answered about the book of Revelations, it's interesting.

According to John 17:22 Judas is no longer one of the twelve, also see Acts 1 where Matthias took Judas' place.
The identity of the other twelve is yet to be revealed. Some conjecture that it is the highest elders of the Jews, but it's the twelve Apostles who will judge the Jews, not anyone else. So, as with alot of prophetic writtings, we must wait for God to reveal this to us, even if it "after the fact".

There are different interpretations of this. The one that most satisfies me is the following:
The Jewish Scriptures (Old Testament) were composed of 24 scrolls. As the elders of a community were the judges of the community, and as we will be judged by the word of God, it is believed that the 24 elders refers to the 24 scrolls of the Jewish Scriptures. This view is strengthened by the fact that it mentions 4 living creatures, that obviously represent the four Gospels. All 24 elders and the 4 living creatures bear witness together to Jesus Christ.

they are the 12 tribes of israel aka 12 sons of jacob minus Dan. manessah (son of Joseph)got his place and the other 12 are the disciples only Judas is not one of them but rather Matthias took his place

Time will tell. While a certain curiosity about such things would probably be normal, it is no doubt completely unprofitable to try and come up with a die hard doctrine concerning something that God has not clearly revealed.
