That sounds pretty cruel, but it's better than being outside in the freezing cold.
Have you tried crate training your dog, or putting the dog in a room where he can't hurt anything (garage, laundry room)? How about at least a longer chain? With a three foot chain, the average dog can barely lie down. If your dog is going to be chained to a post at night, what kind of a life is that? Why even have a dog? How would you like it if you were chained up to a small chain that was hooked to the pole? I bet you wouldn't much like it. I think your dog would agree with you. Yes, I think its crue to chain a dog up inside the house at night. I know its freezing at night, but there has got to be some alternative.

It is cruel only if the chain risks choking the dog. It is better to restrain the dog by training it to stay in the area designated for it. I have a cairn terrier who listens when she wishes to but when it is bed time and I need to know that she is where I expect her to be she know that "in your basket" means that I want her to go there and to not wander about till I get up the next morning. With the exception of the couple of times when she has been unwell and needed to get up to "do" stuff she stays put without restraining.
A babygate is a good solution to restraining a young semi-trained dog. Stops them from going through openings but allows you to pass through (as long as you can work those confounded things! LOL!).
Dogs outdoors- I am know that some are kept outdoors but can I just say- we restrain our outdoor pets and do not permit them to seek appropriate shelter outdoors. Any wild animal has the ability to seek a shelter to curl up in but our chained dogs are supposed to not freeze? So- sorry, outdoors is a COMPLETE nono and is not really a good comparison to chaining indoors.

i think it is, get a little longer chain 3 feet is really short for a dog, try and find a 5 or 6 foot

It truly depends on why you are "chaining" him/her up. Does your dog chew on everything? In this case I believe it is ok because you are essentially teaching it that you disapprove of it's behavior. If it's because it potty's on the floor then use the Kennel method of training it to go outside to potty. I believe you are a good parent to your dog because you do bring it in when it's cold outside. Plus you are really concerned wether you are being cruel or not. Don't worry, you are doing great! ;)

Better that the puppy be inside from the freezing, but maybe 3 feet is a little short. Maybe give her a few more feet, of anything.

Yes, I think it's cruel. Why not just buy a crate? I bought a pop-up type crate for my pup. It would hold a much larger dog. I only paid about $16 at Walmart for it.

To a dog lover, yes. Even to a humane person, yes. But, techincally as long as the dog is cared for with food, water, shelter, and vet care - legally the dog is not being 'abused'. It's still a terrible situation that the dog shouldn't be forced to live through. If this is someone that you know of, call animal control and ask them to look into it.

Yes it is how would you like to be in that situation? ppl should train there dogs to behave in the house and outside so when it is too cold for them they can come in an be happy!!! I always trained my dogs for all situations so i would never have any surprises or bad situations and my dogs are very happy too.
