The Menu and setup for any disk is written on the very inside, which gives reference on the rest of the disk as to where the rest of the files on the disk are located.

If you were to burn 45 minutes worth of data on a disk, or about 2 gigabites, you would see the middle of the disk changed, while the outer disk still have the appearence of a mirror.
The slightly dulled inner part is caused by the pitting burned by the laser.
