It's an abbreviation for what the f--k, but since it is an abbreviation, it's usually considered less strong... so I'd say it ends up on par with 'what the heck' written out in full.

How many answers does it take to explain a swear word, anyway? It'd be nice if people would read the previous answers before they speak up and look like a bunch of repeaters.

WTF is a crude form of the same sentiment as "What the heck?" Much like your choice to use the word heck rather than hell. I suppose F can stand fudge as in "What the fudge?"

wtf and wth are equally expressive words. All depend on how you package it. It could be a common conversation, while it could also be very aggressive too.

actually, my daily language is flavored with offensive words, and always has been, so when i say wtf, it's because in real life i would have gone to you what the f*ck or what the hell (probably the former)
