How are they caused, why, and how come when you put on the red-eye reducer flash, people have to look into the red eye reducer light?

Because the flash reflects of the back of the retina in the eyes. The red eye reducer flashes a number of times very quickly, causing the pupils to close and thus minimising the threat of red eye (or green eye in animals)

Your flash is too close to the lens. To keep red eye at a minimum be aware of the following.

1. Keep your lens at a wider angle (get close) rather then telephoto.
2. Kids under age 10 get it more often (eyes not fully developed until closer to age 12)
3. People with lighter color eyes (blue, grey, green) will get red eyes more often the darker eyes (brn, hazel) Genetics.
4. red eye reduction is just that. reduction NOT elimination.
