Windows media player has a built in ripper under setting just change from wma to mp3 and has different settings I used windows movie maker and windows media player for all my multimedia ripping because it's free works with most media players with no problems and it works as good as a commercial one you pay for plus it has a great system to organize all your mp3 files and attempts to download covers and all the details so you don't have to type them in

LAME is a free project. It's not the fastest thing, but it does the job. LAME by itself is simply a .dll file which you can't do much with. But there is a program called Razor Lame, that is free, that also uses LAME. RazorLame is basically a front end for the LAME files.

X wma mp3 converter, and jet audio, Lame lets you do it, itune is also a powerfull yet free software. you have got to do some changes in the settings in WINAMP to convert files, but not worth it.

You can do tat easily in your windows sound recorder itself.
Just open the wav file in sound reocorder.
Select Save As from File menu and change the file type to mp3 and save tats all...

Winamp can output any sound format that it can play (which is pretty much anything, since there are so many plug ins for it) to MP3, or a bunch of other formats. Look under preferences (ctrl-p), plugins, output.
