Right, once you have a Social Insurance Number (SIN0 you are eligible, and you get this by having a permanent residency visa, work visa, some student visa's, etc. Otherwise, no.

I am living here on a visitor visa awaiting permanent residency, and do not qualify.

Legal residency is required. So if you settle in Canada, and become a taxpayer, you will be eligible to enroll in the system.

Yes,,you have to apply for permanent residency..before that you will have to have a medical clearance as a requirement. if not granted, there must be some problems in your documents.
