I was wondering, if i am to come to the USA using the Visa waiver Program, can i get married?

Yes, you can get married. Some people actually go overseas to get married, you know. But after you get married, you need to go back to your country. You can't stay or live in the US if you enter the US by using the visa waiver program.

If you want to change your status within the US, you need to enter the US by K-1 visa (fiancee visa) then you can file the petition for Adjustment of Status to get your green card.

You would have to prove that it wasn't your intent to come to the US and get married to a US Citizen. If you do get married, your wife/husband (I'm not sure if you are a male or a female) would file an I 130. It is not guaranteed this will get approved even if you are married.

If you are going to marry, have your Fiancee file an I 129F, petition for Fiancee. You will have to go back to your Country during this. There is quite alot involved with any Immigration process. Be prepared and do your research. Once the I 129F is complete and you are granted a visa, you can go to the US and have 90 days to marry. After marriage you can file for your adjustment of status.

Yes, but petitioning to stay after marriage generally requires you to leave first and stay out of the USA until your visa has been approved.
