My brother used to be the same way. He started taking soy based protein powders about 4 times a day along with lifting weights, and he bulked up. It took a good six months or so though.

As far as his allergies go he may only be allergic to the hormones, antibiotics and who knows what else they inject into these animals. Have him try organic meats he may not be allergic to meat the way it was meant to be. I say this due to my niece who was allergic to strawberries until we tried organic, which is great because she loves them. Also a soy protein powder would be good. He should see a doctor and have his metabolic rate checked out.
Good health to you and your brother.

Weight gain depends on what he all eats. I have found that the fastest way to put on some pounds is this: Does he like to eat any kinds of peanuts, or cashews? Or if he can eat peanut butter and Jelly, that's another way to gain weight. Hope that helps:)
