Could mean many different things. The truth is its most likely dry and damaged.
You could need a nice fresh cut to get rid of the dead ends, your stylist can tell you how much that needs to be cut. Also change your shampoo and conditioner, and add a hair mask to your routine atleast once a week. Dove offers some nice products for moisture without a weigh down. Try it out .

Frizz, most often, is a result of openings in the hair shaft. It is most often associated with dry hair or curly hair but everyone who has hair is at risk! It happens most often when the air is humid because moisture (especially warm moisture) causes the hair shaft to expand. This is good if you want to deep condition but when your hair is already styled, it result is frizz! Frizzy hair, contrary to popular belief, is NOT a permanant hair state like curly or wavy or straight. You can tame frizz by adding products that help seal the shaft (usually containing silicone or dimethicone) but this doesn't always work because frizz is your hair's natural reaction to moisture.

well it depends, if you have curly hair it's totaly natural to have frizzy hair and there's not much you can do about it.
but if it's strait and frizzy then maybe your just not taking care of it properly.

It mean poofy, uncontrolable hair that is hard to style!
Sometimes looks like you stuck your finger in an electrical outlet.
Sometimes feels like horse hair...
It sucks!

you need to have mosturizer conditioner.( mistakes sorry) and it is winter so it is very dry for your hair so it will be frizzy and staticy.

ummm it means wat it says. Well if your hair is straight it means that evry time u try to keep ur hair down it looks like the wind has jus blown thru it. there are loose strand evry where
