It means EVERYTHING. I have a friend that goes to UC Riverside, and they cover tuition, housing, all type of expenses. It includes pell grant, cal grant, and various scholarships.

Full ride scholarship covers everything (tuition, room & board, books, etc.) except for personal expenses. Occasionally there are full ride scholarships that even include a monthly stipend for personal expenses.
Full tuition covers just tuition; nothing more.
Students and their parents need to be mindful of this as these two terms are mistakenly interchanged. Even college recruiters can get these two terms confused. It pays to double check with the university if your offer is full ride or full tuition.

I would think a full ride COLLEGE scholarship would just include tuition and fees. Most schools also include room and board though.

Full ride is just what it sounds like, all fees, tuition, room, board, books and academic fees. Some full rides even include a stipend of spending money
