Nope. Garage Band is made by Apple for Apple only. Now, you can run Windows XP on the new Intel Macs. You can set them up for dual boot and have both WinXP and Mac OSX on them.

try getting a video software for you computer
not a webcam it does not work well like that unless you have it on non-stop or when they are playing and it does not transmit sound
