I once really liked this guy (okay, this is a repeating theme in my life) who said he liked me. He called me "irresistable" and one night after a party we made out for hours. I thought I had it in the bag, that at last I had him where I wanted him.
For weeks afterwards, I would call him to see how he was. He'd tell me that he was busy right then but he'd call me when he was done, and then never do it, or that we'd hang out that night and then never call. One day I confronted him about it and asked when we were actually going to hang out and he told me that he had a lot going on and didn't want to be committed to anything he might not want to do later.
Well, that was the last straw. If he wanted to decide to blow me off at the last minute, I deserved better. I never called him again.
I'm sorry to say it but this sounds like where you are. This boy does not want to feel tied down to you or committed to keeping his word, and if he liked you that much or was much of a man at all, he would not have trouble doing that. He may not be a bad person but he obviously wants something different from life and relationships than you do. Stop calling him and getting yourself more and more attached, because it just hurts more the more fond you grow of him.
Picture the man of your dreams, and if the one you've got doesn't match, move on. Remember what an amazing girl you are and don't settle for less than you deserve!

I'm sure he tells you that so you won't feel like hes blowing you off, but when he does, I'm sure he acts like hes sorry and "something came up". I think he says those things because he doesnt want to hurt you, but if he acts like that all the time, I would just try and move on.
