I catch him looking at me alot but will he ever approach me or do I have to do it. We talked once and when we did he would laugh nervlously.

You should start a conversation with him about something random (his shirt, something that just happened - some funny remark) and when you're talking to him, try to smile and look at him a lot. Because he's shy, he probably would be scared if you came on too aggressively, so just be laid-back and sweet. Every guy I've done that with has gotten the point, at least after a couple times of doing this.

I've read that most dating confrontations are actually initiated by girls through subtle flirting like this, but the guy will think he is making the first move when he asks you out.

Why wait? If you like him, go and ask him out. Otherwise you might end up waiting forever.

Say, "Hey, Jim. What are you doing after rollarderby tonight? I'm going to the bar across the street; do you want to join me?"

Try to make it a small group event so he doesn't feel pressured to do all the talking, but not intimidated by a bunch of people watching him, either. Good luck!

If he's like me, it'll take a while. What gives me the courage to approach a girl is knowing she likes me back and usually she gives clues like smiles alot, the little hair flickering thing, or try and talk to me alot.

Well if YOU like him too then don't wait for him to approach you. Be a modern girl, confident and bold, and approach him! Chatt with him more and lead him so as to give him confidence to say it to you!

If you are interested, don't wait for him to pluck up the courage - ask him out to meet up after school/work. His reaction will soon give away how he feels.
