No there is a difference in building muscle and building fat. You need to build the muscle up in your abs. I have heard of the other way around...you loose the fat then build the abs. Just do a search on building upper abs and it should give you all sorts of info.

Yes it would work but you would need to be devoted to exercising and burning off the fat. You would do constant crunches and sit-ups but in the end you would have hard abs!
