I think it is so wrong. Lunch is a time for kids to interact, become social, and blow off steam. Eight hours of school without any type of down time is not humane.

Thats going way overboard. However I would be talking to the School principle about this and demand at least a compromise and allow the children to whisper.
This is America and NOT a 3rd Reich Dictatorship. If its a military school, then silent lunches are part of the training mechanism. If its a public school - like I said - get with other parents - you and they, confronting the school. If they refuse to listen then confront the school board.
If all else fails - talk to the Mayor. If that fails - talk to the Governor. If that fails - see a lawyer and SUE them. The ACLU (American Civil Liberties Union) would maybe take up the cause without any cost to you.

I think it wrong. Schools blame the parents, parents blame the schools. Are silent lunches doing anything to socialize the children? The schools can't blame the parents about not having control, if the school can't control the students for 15 minutes of lunch time. Hopefully, they are allowed recess to let out some stress and prepare for the remainder of the school day. Hell, I think inmates (people in prison) are even allowed to socialize at lunch time. Go figure!

Maybe 4 grade school sometime but not all the time,to teach them how to behave, but not 4 high school
