Hi, I think you're going to have to go looking through the classifed ads in your local paper, or wander around to some local petshops or newsagents & look at the ads in the windows - as there don't seem to be many free kittens about at the moment.
If you rescue one from a shelter then you generally have to give a donation (generally around the cost of the vaccinations). However, you may be lucky - try this website for links to kitten rescue:

If you can wait a couple of months then I'm sure that there will loads of free ones advertised - there are more kittens around in the early spring. Some of the older kittens or cats can make perfect pets & be just as loving - if you don't want to wait.
