Traditionally, blue is worn by municipal police officers. However, not all police wear blue. Sheriffs deputies tend to wear browns and greens, for instance.

Not all wear blue. Most wear dark colors, though. Some, like Broward county, FL, wear white shirts, which are VERY easily seen at night.

Darker colors are much safer for tactical movement at night.

I think that the police wear blue because it is a psychologically color of calm. As well, navy indicates sincerity and authority.

They don't.

Where I live (Toronto, Ontario, Canada) the police wear SOLID black. The OPP (provincial) wear blue, and the RCMP(federal) wear beige and black (The red and black everyone thinks of is actually their dress uniform and is very rarely worn)

Uniforms are determined by department in which they work. Blue is traditional and therefore most popular, but it is not the only color worn by law enforcement.
