theoretically, there would be an even thicker ozone layer, because of the rotation of the earth. The atmosphere is the thinnest above the poles, some 6 kms up in the air, and the thickest above the equator, cca 10 kms.
If we're talking about the mt.Kenya or any other high mountains, then yes, the higher up you go, the less oxygen is there.
