Assuming that the music isn't too loud, then the best way to make friends is by talking to people. Its better to join a group 3 or more rather than a couple. Hang back a bit, listen, and feel out the group, smile, and don't have your arms crossed across your body. Body language can speak volumes without you ever knowing it. When there is an opportunity, join in the conversation. Don't try to take over, or change the topic. If you don't know anything about the topic, avoid speaking on it.
Be friendly. Use compliments, but do it sparingly, you don't want to come off as phony. Use the peoples names, and ask questions about them. Smile, smile, smile.

Practice the smiling in the mirror so that you get the hang of it. Look people in the eyes, and be interested in what they are saying.

Now, if the music is loud, and its basically a beer bash, then making friends isn't really the purpose of the party. In that case, you should above all refrain from drinking too much, saying too much, and no dancing on tables. Find a quieter area of the party and try the talking.

Never, ever, ever rely on alcohol to relax you. It takes time and practice, but you will eventually become more comfortable at these affairs. Alcohol can become a crutch that brings you down.

Have fun, people like to be around happy people. So smile.

Did I mention, smile? well, Smile!

I've always found something like "hey that's a great dress/beautiful necklace/fab belt (or whatever seems appropriate)" is a great conversation starting. Most people are already feeling good about you. When remember the golden rule of conversation, people love to talk about themselves, so ask questions and listen. You have 2 ears and one mouth so listen twice as much as you speak. But don't spend too long with any one person or group of people, mingle, chat to as many people as you can, you can always go back to the ones you find especially interesting. It's much easier to start the second conversation, "what do you think of the party" or "I was really interested in what you were saying about........ could you tell me......" (fill in blanks as appropriate) are both nice easy ones. Practice open questions, what, where, when, why, how, who. It's hard to answer yes or no to them so it gets people talking.

Mostly, enjoy yourself and smile a lot.

One at a time. Don't be overwhelmed or intimidated by the number of people there, and don't behave unnaturally trying to be entertaining for a crowd. I have a rule for myself whenever I walk into a gathering of people I don't know, and that is to just make one very good quality connection with a new person that evening. Find someone sitting or standing by themselves, approach them with a gentle smile, introduce yourself, and show genuine interest in learning about them. "How do you know the host" is always an easy, and safe, ice-breaker. So is complementing them on something pretty they are wearing. Encourage them to talk about themselves and their activities, because most people like to do that. And walk away knowing that you have met a wonderful human being who might, in time, become a friend.

Mix and mingle, talk to as many people as you can. Just be yourself, do not drink too much, eat too much and no foolish behavior. Just have fun. Get up and dance.
