I would suspect that the third light operates in conjunction with the other tail light and probable share the same fuse. If you have a test light or a multimeter I would check for power at the light, then the light housing. I suspect being center of the rear door that the light may use a remote ground and that this ground has come loose. If not at the housing then I would follow the wiring back to the fuse box. Or stop by the Volvo dealership, I am sure that such a small thing as that can be rapidly taken care of without a great expense.

Volvos seem to have a problem with corroding bulb sockets. Make sure the socket is clean throughout, especially the little contact at the bottom.

Make sure the wires are connected to the light housing...if so, start tracing back the wires to see if there is a cut in the wires...
If your other brake lights work, the problem is more than likely not your fuse. Unless the third brake light has its own fuse...but highly unlikely...

theres a copper circuit board on the back of the light panel that could be be broken or not making contact

Fuse could be bad (blown), could have a short in the wiring, the socket for the bulk could be bad.
