Please explain me at much detailed as possible. I want to know the exact meaning, but also why (in the past) the English speaking people can think of this phrase/idiom.

"At bay" is a hunting term, for when dogs have trapped an animal so the hunter can kill it. So it just means to keep something under control until it can be dealt with.

I think it was a little bit of both. Brett wanted Randy Moss or at least make a move for some marquee free agent and Packers did nothing. Last year he asked an they didn't budge. This year he asked again and said bye when they showed no interest in any of his demands. Plus Packers feel good about Rodgers and don't need Favre as much.
