Say that you need to take a break from each other and see other people. If you find someone you love and you have that 'spark' it wasn't true love, but if you find no one else you love you will appreciate him a lot more and realise you have made a terrible mistake.

it might be easier said than done but really you should just tell him exactly what you have told us. Honesty is the best policy and I think he will respect you for being so truthful with him and it says alot for you as a person to not lead it along and then end up hurting him. I am sure that he will be disappointed but your still offering friendship so that will leave the ball in his court, he may take a bit time to get over you turning him down but once he gets used to it am sure it be ok. good luck

Just talk logically over dinner, that you think he's a special person and you have a great time with him, but that "spark" is lacking. He could very well try to reason back with you saying that he can 'work' on that, but bring him down from that fantasy and explain it's not possible.
