Most vodkas are made from grain...primarily corn.
If you look at any bottle of vodka, it will tell you. Most bottles have printed on them "distilled from grain."
Vodka can be made from potatoes, but that's far less common. Blue Ice is an example of potato vodka...and again, on its bottle you will find "distilled from potatoes."
Vodka ca also be made from grapes. Ciroc is a common example of grape vodka. Just like all the others, what it's made from is printed on the bottle.
There are also vodkas made from cane sugar, and other ingredients.

Vodka may be distilled from any starch/sugar-rich plant matter; most vodka today is produced from grains such as sorghum, corn, rye, or wheat. Among grain vodkas, rye and wheat vodkas are generally considered superior. Some vodka is made from potatoes, molasses, soybeans, grapes, sugar beets and sometimes even byproducts of oil refining or wood pulp processing. In some Central European countries like Poland some vodka is produced by just fermenting a solution of crystal sugar and some salts for the yeast and distilling this after a few weeks.

There are several different materials used to make Vodka. Potatoes are used along with grains and other flavorings.
However the process of distiling removes nearly all flavor.

Vodka is typically a colorless liquid preparation meant for consumption containing ethyl alcohol (ethanol) purified by distillation from a fermented substance such as fruit, vegetables, or grain. The word shares a root with the word for "water" in various Slavic languages (voda, woda, вода).
