Federal employees hired since 1983 are under the FERS system and pay Social Security. Employees hired prior to that date are covered under CSRS, which was created in 1920 prior to the creation of Social Security to provide for federal workers after retirement. So CSRS employees do not pay Social Security and thus do not earn Social Security benefits upon retirement.

Yes, anyone that works for wages have FICA withheld from their paycheck. All others that work as a self-employed individuals have to pay in FICA when they file their tax returns.

The majority do, because they're under the newer federal retirement system (FERS). There are some old fogies under the old system, CSRS, who don't.
