If the person is an adult, you can contact your local magistrate for the specific procedure. In most states, two immediate family members over the age of 18 can sign to have the adult committed for 24-48 hours to a drug/alcohol rehab center. The center will perform a drug test and counsel the patient, and make a determination of whether or not they need to remain in the facility. With signed paperwork from center personnel, a judge may rule for the individual to remain in the facility for an extended period of time.

However, my advice to you is this -- a person can not make any positive progress in overcoming an addiction until they are ready. Staying clean is a hard enough process for those who honestly are ready to change their lives, and its impossible for those who are not. Having someone committed to a rehab center in no way guarantees their recovery, and may actually fuel the anger and other emotional problems that drive them to their drug of choice. The best thing that you can do is have an "intervention" ... gather together this person's loved ones and ask them to please consider getting help, and show that you'll be supportive the whole way. Good luck in whatever you decide to do.
