You might want to try Cebu or Cagayan de Oro. They are cities located in the south. (Cagayan de Oro is in Mindanao but in the northern part of Mindanao way safer than Metro Manila) There are already a number of language schools and private tutors offering language instruction specially to Koreans in both cities. The important thing is that you will be given a lot of exposure to and opportunities to practice English, in and out of the classroom.

well Filipinos are quite good at English it's our second or third language, and your second question about a safe place to stay is in Marikina, Metro Manila (it's civilize) it's clean and the people are friendly. But trust me you can learn English from Filipinos.

i don't know what you know of the philipinees but yes there are parts that are not safe like here in america a good place is school most of the people already know english from growing up there english is part of their curriculumn other way is buying books which are available online or in the bigger cities

well, i agree that there are certain parts of the philippines that is not considered safe by foreigners (and i am sad of that) but actually there are a lot of places in the philippines that are safe. most universities offer english language courses for foreigners. i would say that filipinos are much more conscious of proper grammar construction as well as proper intonation/pronunciation. i should know because my teachers gave me hell back in school. hehehehehe :p

i would say that cebu is the safest city in philippines to study english.there's a lot of koreans who go there to study.
