The dog pee with dissipate when the snow melts the cigarette butt will still be around for years. So even as a smoker, who always cleans up the butts. The cigarette is worse.

Both are messy and dirty. But the cigarette butt is worse. Lemem tell you why.
The dog is not civilised and educated and intelligent.
But the man/woman who left the butt there is. Therefore, the smoker shuld be punished for doing an animal-some thing wile the dog can escape punishment on the ground of simply being an "animal".

Cigarette butts.
Dog pee is natural and isn't pollution. Also, it's not like you can throw it out. But, cigarette butts left in the snow is littering and leads to pollution. Its also really easy to simply throw them out.

cigarette butts because you can't do anything about dog urine but people who smoke can do something about their cigarette butts.
