depends. you can build a house, buildings that can withstand earthquakes of certain magnitute. In tokyo many skyscrapers are built in this fashion. What they do is allow for tolerance for the building to move slightly at its base and oscillate at the top. In that case it absorbs the energy and oscialltes rather than breaks. I saw a program on discovery regarding this and was not suprised to find that they listed steps for school children on how to construct models of the same. here you go, link below -
