Do you think an apology erases the effects of the act for which you are apologizing?
If you find the need to offer an apology, you must have wronged a person. "I'm sorry" doesn't remove the effects of what it is you might have done. "I'm sorry" doesn't make you the sort of person that won't do what it was that you did.
Typically, people are looking for change. If you've done things multiple times, others see you as the sort that does that thing. Rather than simply saying "I'm sorry", you need to show people that you simply won't do that anymore. That takes time.

Humanity has been decieved by the Adversary. From the haters
all the way up to those who think they're holy! We are all running around with our hearts and minds full of fear. Fear of an unforgiving God, and we have no forgivenes in our hearts.
But that can be controlled, if one makes an effort to experience their sprituality on a first hand basis. The more we experience, the less we will doubt and fear. But be ethical, as misuse of knowledge wil be one's undoing.

because people get off on being mean to others. it makes them feel big and good.
well for the jackasses of the world anyway.
I can be mean if I have to be, but I don't enjoy it. I much rather be a nice person.

They could be jealous, Or didnt realize if you being nice was real or Not?
I dont know the whole situation, sorry,
ASk them maybe perhaps their was a misunderstanding your unware of?

If you apology very often people will think you are a weak person who can be offended easily.
The best way is just apology when you think you're really wrong and want to change something. Otherwise, no.
When someone says something bad to you, don't wait quiet for him to stop. Act back as a powerful, daring, self confident person. With arguments, ...and please NO NAME CALLING.
If you do it right, he'll never do it again.

Some people just have to be mean. I have a friend who is that way. She is mean to everyone but me. The first time we met she was mean and nasty to me and I stood up to her. She knows I won't take her crap..
