Strictly speaking you dont need any qualifications to become a travel agent but to set up your own business you would need an ATOL and ABTA licence to cover your passengers against loss of money etc. The best way to start out is to join a franchise like HAYS Travel where you can use there licence for most things and they help with support etc. You would however need someone who is ABTA trained within your office.

A godd all round knowledge of geopgraphy and package holidays is essential to offer the best service possible to your clients as so many now book on the internet.
It would be worth checking out the accommodation only sites to get an idea of who goes where etc.
Also check out www.skyscanner.net so you know which low cost airlines fly to which desinations as these are always helpful.

I think you first examine and understand fully about your country's policy on setting up a company.
You should at least have a certain number of fixed asset to support your business.
Before you qualify to become an IATA travel agent I believe there're certain requirements that you should follow. You can ask IATA to know more about this.
Having done IATA course doesnt mean we can start up business right away. I have seen many travel agent which are still not qualified to become IATA TA (probably because of the selling point). They buy tickets from other big travel agencies.
