Try this:
http://www.download.com/ComputerTime/3000-2132_4-10563552.html?tag=lst-0-1

It is free to try but must be paid for after a set limitation use.
The reviews look really good.
This application is safe to download but I have not personally tested it so I can not give a good review.

I always encourage all users to create a system restore point prior to downloading applications.

Basically this application will block the whole pc after a set time and can be reaccessed by the owner (i.e parent) via a password.

I have found the original source which contain much more information and a reduced cost:
http://www.virtualsoftwareltd.com/products/pctimemanager/

It is called: Computer Time 2

Hope this helps

You can install 'sleepy' (freeware).

At our school it's annoying, cutting of the work at a set time. But it could be useful for your situation 8).
