I have the Neighbour From Hell living below me, all the usual, loud music until my floor shakes, Shouting, arguments furniture being thrown about.
I've had electric guitar being played at 3am in the bedroom and constant cartoon graphic noises when they "make love" This has gone on for 2 years, with no success from the official routes. How can I persuade them to move? I own my home and can't afford to move, they are in social housing. I've reached the end of my teather!

I should have explained, I live in the UK, the house is a four in a block, so I am the only one being disturbed. I have exhausted ALL official routes. I cannot talk to them as they are volatile and on drugs, and I have been advised strongly against it, they have had their knuckles rapped several times over the past 2 years but they just don't care.
neither of them work (surprise!) I have been told (unofficially) that the only way they will be evicted is if they stop paying rent - which won't happen as it is paid for by the state!

You can call the police or by law officers to fine them and if you petition the court you can sue them for loss of peaceful enjoyment and depending on where you are you might be able to compel them to move via court order and complain to the social housing board.

I'm guessing this is some type of Apartment Complex, for you said your nighbor was living below you.
So you've gone to the Homeowners Association and they've offered you no help (that's weird because they are usually very strict).
You've gone to the Police Department and filed a formal complaint and they've offered you no help, such as in citing your neighbors for disturbing the peace (that's weird as well, usually cops jump right on that sort of thing, because it doesn't require they break a sweat - - you wouldn't want cops to get dirty you know - they really don't even like it when they have to get out of car) - And you've contacted your local Housing Authority and they too have offered you no help.
I would say then you should go door to door and have each of your other neighbors sign some kind of petition to get rid of these terrible people..
I am hoping you've gone down to their apartment and express your opinion regarding all the noise.
Do they work during the day? Or are they free loaders who don't work so they get to sleep in and stay up late?
If this is the case you might try putting on some very loud music before you leave for work in the am, and leave it on while you are away.. this way you can distrub their sleep without driving yourself crazy.. you watch, they'll be the first to complain to management. Which will open yet another door for you to express your feelings about them.
Have you thought about selling? It would be worth it to me to sell and seek out a place where peace and quiet abound.

Make friends with their drug dealers, and persuade them to cut these guys off? Sheesh, I don't know. It's hard telling what other resources are available to you.

But here's an idea:

Some local television and newspaper reporters here in the States do investigative specials, where they pester those in official positions who will not help those they're pledged to serve. You could consider speaking to one of them, and giving them copies of all the documented evidence you have.

This would also provide a blight on social services/social housing, and possibly cause some public outcry, so maybe they'll be less tempted to fund these guys, much less any other drug-abusing freeloaders.

I don't know the ins and out of property law in the UK, but in under the common law that the US adapted from the UK, a tenant has a right to the "quite enjoyment" of a residence they lease. If the landlord fails to provide that quite enjoyment, he may be liable. Remedies include moving somewhere else and sueing the landlord for any difference in the rent, actual damages, and moving expenses. You should check your contract to see if there are any specific remedies excluded.

Yikes! I would pray for them (also for your own peace) and kindly speak to your neighbor about the issue. If they are without regards to your peace...keep praying it's really too bad these individuals are without some sort of peace. We all like to have fun but this sounds like total chaos. You may want to include a prayer for the officials that are getting a paycheck yet not doing the job that citizens provide them with that allows them to provide for their family. It's too bad this is happening to you.
