There are a couple ways. First is the long, difficult, cheap way. The second is the quicker way, but there's a cost.
First: You may contact the appropriate authorities. The problem there isn't just doing it, but you'll need to contact both city, county, and state officials, if you don't know who (if anyone) made an arrest. You might also contact the city district attorney's office. Arrests are public domain, and the cost will be free to nominal.
Second: Use an online service like AutoTrack or Lexis-Nexis Accurint. These services let you do a search on a person and find arrest records nationwide. A couple of caveats here: Some places haven't put all their records online, and you'll need to pay for the search.

Go to your state web site, when you search 'record checks' there will be a link that takes you to another site, for $10 and the persons date of birth and exact full name and address you can get everything right down to traffic tickets.
ALWAYS use the one with a .gov at the end, if it is anything else other than .gov, do not trust it or waste your money.
ALSO check your state sex offender registry and inmate population sites, that will help if they have been locked up before because that will have the proper legal name spelling and birthdate there for you to start with.
In Michigan it is inside the state police web site and the dept of corrections site.
