These are things u may have around the house already. You could try by putting a lamp near the cage..the heat of the lightbulb would give them some warmth..or maybe a heating pad under the cage or near it (not in it) might help..be careful not to heat them up too quickly make it a gradual process..rapid change in temp may harm them. You also could try putting a small electric heater near the cages..not very expensive and should do the trick.
I'm concerned with you being warm as well, since your house is always cold with the heater all the way up. There may be drafts coming into your home and you may need to seal them up or block them. Usually doors and windows are the main places you need to check...if you can block those drafts the home will be warmer for all. Also will help with heating costs of your home.

Why do you think they are cold? Budgies can take cooler temperatures as long as its not drafty. If there are drafts in your house you can place a towel over the back of the cage to give them shelter.

put a cover over them but you have to remember that when a cover is put over them it's time for night ; nights .
the budgies will keep themselves warm --- don't spoil them --- but don't confuse them with conditions they can' t adjust to .
how do you know they are cold ??? i don't mean to be cinical --- but did you take their temperature ??
if their living conditions are good (ie nice clean cage ; happy environment etc ) i don't think you need to worry to much good luck
