After all the controversies and debates about these two, it is merely not possible to decide that who is the biggest terrorist among Bush and Laden but from the view of humanity it is Bush who has beat Laden in terrorism.
Bin Laden had destroyed the WTC and try to demolish the Pentagon but what Bush did was even more dominating than the Laden factor. He gave the hangng orders for Saddam Hussain which merely shows that U.S. can do anything which they want and that attitute towrds the globalized economy and world is much more dangerous than the laden's act.
Laden will be caught one day or it may be possible that he is dead but what about Bush? what can u do about him? Just because he is a president of U.S. dosen't mean that he can do anything. At present it is Bush who is giving rise to terrorism. few days back we saw the news of bombarding in Baghdad and many people had died in it, who is behind it, it is Bush. This would not had happen if Bush had not interfere in the matters of the Iraquioun people.
So if we really want to stop terrorism then first we need to show Bush that he is not a super power other wise we will soon be facing a Third World War.

Binladin is the terrorist. Making arrangements to have inocent people beheaded in the name of Allah. Makes him a terrorist. Conspiring to destroy American interests overseas makes him a terrorsit. Encouraging people of the Islamic faith to kill any and all Americans makes him a terrorist. He has complete and total disregard for the lives of the innocent peacekeeepers, volunteer medical staff, etc over there in his numerous letters that were speaking directly to the American public he said that he will no longer distinguish between man, woman, or child. that makes him a terrorist.

I have a good idea ... Why don't you ask the President himself and see what he does/says? On the other hand, please also visit Bin Laden's cave (or wherever he's hiding out) and ask HIM. I think there's a reason why he's hiding. Don't you think?

Oh, and here's another good idea. You can usually gauge the better place to go/be by what you see going on around you. For example, if you see a restaurant parking lot that's crowded or people are waiting to be seated, that's a pretty good indication of that restaurant being a good place to eat.

Now, have you looked lately at the lines of people at the offices of our immigration offices? And how many of your friends and family are lining up to visit places run by Mr. Bin Laden, I wonder?

I hate to answer a question with another question, but I have to ask: Is the picture becoming more clear to you now?

It could be said that both bush and Binladin are terrorists.

But you did say "...biggest terrorist in the world..."

And with that we have a problem.

Most of bush's activities have been relegated to the middle east.

Binladin, on the other hand, is supposedly responsible for bombings in Madrid, Dubai, Russia, America, The Philippines, and in Africa.

We do have to assume bush can find those places on a map...

You live in a country where you can write a question like this and not have fear of reprisal. If you were with Binladin where do you think your head would be at this point?

Think about what you're asking and where you are asking it before posting your stupid questions.

I think both are biggest terrorists.

Because Bin Laden, everyone knows why
and Bush...because he is a kind of slow killer. He wants to establish his rule over all the countries slowly.First Afghanistan, second Iraq and third ???

After the recent happenings in middle east, I am confused about the definition for the word "Terrorist". The entire world knows the answer for your question.

Both are equally culpable, one is democratically elected terrorist and the other self proclaiming terrorist. To some extent both are megalomaniacs. They do no have an iota of brain, but they were gifted with gab to gullible innocent people.
