This is a difficult question. The cleansing should start from the top. The punishment should be made severe (even Capital punishment) and quick. Fear can only make the Country free from Corruption. The topmost person in the Government should be free from corruption. Then he or she can enforce the rule. Here in our Country entire Politics and Government is riddled with Corruption. We have too much of Freedom in the wrong sense. Look at the elections, nobody asks how can a candidate or a party could spend such huge sums of money to garner votes. The EC is more concerned about the time for closing the Party meetings than the Huge expenses of Political parties during election time. Even the Lok Ayukta could not enforce the law on the corrupt people caught by it.

Confiscate the properities and auction the properties, freeze bank accounts of corrupt government officials, and also remove them from the their positions/jobs, as there are plenty of talented and ethical people who are in need of job. And let these people be on roads without shelter. Then, for the fear of loosing everything the others will not dare to indulge in corruption.

Let every man woman and child yes even a child be taught that one can not succeed with bribes. We teach children how to get them to do whatever we want them to do by bribing them don't we. Besides if there are no bribers there would be no corruption.

So let everyone take an oath never to resort to bribing to gain favours even at the cost of going through hardships in life and then we will have no bribe takers, askers or expectors

Do away with the lawyers lobby, and other special interests. Ban all organizations such as labor unions and organized religeon from making political contributions. Make Politicians live by what they say. In Example: When Ted Kennedy says they need to look for ways to keep the rich from passing on their wealth, make him donate all the money Old Joe left him to the government immediately as well as all the Kennedy real estate etc.
