Now, that's a phrase that's gradually becoming a cliche this epoch. It simply means you are moving too fast or not moving at all.
Before you ask a girl for her number, you need to create some form of attraction. You need to say or do something that at least creates some iota of interest such that she'd want to see you again. Except you are Brad Pitt or JT, you can't just walk up to a girl whisper some mumbo-jumbo and expect her to give you her number. You need to 'earn' it romeo!
Like Matt suggested, seems like you could do with some lessons in flirting 101. There are quite a few dating gurus out there such as Mystery, David Deangelo and Derek Vitalo to mention a few (you could subscribe to their newsletters to get a feel of what they are about.)
What works for me? I've found out that the 'cocky + funny' formular propounded by David Deangelo suits me well. The idea is if you can make a woman laugh (i.e the funny part) and communicate whatever you say in a confident manner (i.e. the cocky) then you'll surely prick a woman's interest. Women are naturally drawn to confident men with a healthy sense of humour- they can't help it. Women are ruled by emotion and naturally want to be around a man who can make her smile and happy inside. And any man can learn these skills. They are no rocket science.
So romeo, next time you go asking for a girls number, ask confidently (or fake it if you will), and while you are at it, try and make her laugh.

Well... I used to say that... Hahaha!
It's quite funny actually if I look back on it now...
What she means is that she's way too good for you and you really going to have to come up with a better way to ask for her number than by just asking.
She's the type of girl who feels she's "special" for some or other reason, so you going to have to do a hell of alot to impress her! Cause clearly she was not impressed at your approach.
So if you really want the stuck-up chicks number... Then my advice to you is:
"YOU GOTTA TRY HARDER BUDDY"! Lol!

Ahh... she's just playing games. Were you talking to her before asking or did you just walk up and ask her? I have money on the fact that she probably wanted a kiss or worse, she wanted you to beg. I've had friends who would do that same thing to guys and in my opinion... run away. If they want you to try harder when asking for her number, think of how hard you might have to work during the rest of the relationship (if there is a relationship). She wants to say "jump" and have you ask "how high?" High maintenance!

talk to her a while find her interest, and then make plans doing something you know shes interest in, but try to leave it semi open like a 4 day event or theme park or something, tell her your going in like the month of august at some point but your not sure exactly when, then hesitate and ask her if she might want to go. and give her your number.

Well being a girl my self i believe she meant that asking for her number isn't sufficient, you gotta get still win her to give you her phone number, it seems as if you asked her too early in her occasion.
