How about:
Jesus, Prince of Peace,
you have asked us to love our enemies
and pray for those who persecute us.
We pray for our enemies and those who oppose us.
With the help of the Holy Spirit,
may all people learn to work together
for that justice which brings true and lasting peace.
To you be glory and honor for ever and ever.
With love in Christ.

Well pray that God would change the heart of your enemy... to convert it to flesh rather than rock. If you pray for punishment, it will take time 'cause God won't punish them right away. We have a loving God that always forgives and waits for His children who have gone astray to come back to him and repent... But a good prayer will be answered in a great speed and would move God's hand to do it if you say it the right way in for other people's betterment.UUU Mabuhay!, from the the beautiful Philippines!

We pray to you, O God,
the lover of all,
for those whom we have named our enemies.
Deliver us from the hardness of heart
that keeps us locked in confrontation.
Deliver us from the hatred
that binds us in old ways.
Grant unto all people the blessing of your love.
And grant unto us
such transformation of our lives
that we may make peace with our enemies,
and that together we might make this world
a safer place for all.
Amen.
God Bless You

Geez,you asked for Catholic responses and all the holier than thou brigade jumped in,can`t they read? one even quoted several pages of scripture at you,does he suppose that you need saving?
anyway,the prayer of St.Francis would be very apt for this intention,you can do a search on the web and you will get it, it begins,`Lord,make me an instrument of Your peace,were there is hatred,let me sow Your love,etc

How do you want them blessed?
Do you have a good relationship with your father? If you do, do you have any trouble talking to him? God is your Father (if you are a christian) and you can talk to Him like you would your natural father.
You can pray that God will show them His favour and grace in bringing them to salvation; you could pray that He use you to be Jesus to them ie that He use you to show them His love; that He show you how to love them and how to pray for them. He will give you wisdom.
Once again just talk to Him as you would to a friend of loving father. He loves you and wants you to communicate in your own words, from your heart - not some formalised presentation that means little to you and does not come from your heart.

What you should do when you pray is tell god your problem and then end by giving thanks for all the things he has done for you and end the prayer by saying the hail mary then saying the glory be.
Or
I would reccomend saying the our father or hail mary

Peace!
I recommend the prayer of St. Francis.
Lord make me an instrument of your peace:
where there is hatred, let me sow love;
where there is injury, pardon;
where there is doubt, faith;
where there is despair, hope;
where there is darkness, light;
and where there is sadness, joy;
O Divine Master, grant that I may not
so much seek
to be consoled as to console,
to be understood as to understand,
to be loved as to love.
For it is in giving that we receive,
it is in pardoning that we are pardoned,
and it is in dying* that we are born
to eternal life.
Amen.
*you can say instead, "dying to ourselves"
