You should probably go halves on the meal, although as he asked you out i'm sure he'll be planning on paying for all of it. Take enough money so you can pay for all of it if needs be.
As for a present, book a hotel room for the night or is that too much if you've only seen him 4 times?! Or if you are taking things slow, say you'll treat him to the cinema next week or something like that. Wouldn't buy a proper present, its too early and might scare him away.

Aftershave, nothing too expensive though or a gadget of some sort, depends what he is in to, as for paying for the meal, wait until the bill comes, if he insists on paying, you insist on taking him for a drink and buy a nice bottle of wine or a cocktail, what ever he likes

Get him a card, buy his first drink and celebrate his b-day with him. If you decide to get him a present, get him a gag gift to ease any tensions.Stick to your values in regards to paying. Yes its his b-day and possibly got cash from a relative. he did suggest that you two should go out to celebrate. Be careful, he maybe looking for a FREE night out. Also make sure you tell the waiter/waitress it is his b-day so they sing to him and ask them to give him the check when they are done singing.

I think paying for the meal would be sufficient. You are not officially an item, you possibly don't know him that well, and could buy the completely wrong thing....

He asked you out, so it's kind of a date but I would offer to pay at least your half, buy him a gift by all means, perhaps a CD? Something you'd buy a 'friend' until you to get it on!!!
