it means that the officer has run a vehicle or person in ACIC/NCIC. This is the national crime information center. When an officer gets a "hit" radio will call to them and they can look on their screen and see if there is a warrant, stolen vehicle, order of protection, etc. "Have a hit NIC/NIS, can you copy" is probably radio telling the officer there is a hit on who he just ran, and radio is asking if he is away from the subject and in a place to receive the information.

What you probably heard was "have hit NCIC" which is the National Crime Information Center / "CMIS" which is Corrections Management Information System. The NCIC hit could be a possible warrant or Personal Protection Order hit and CMIS could mean that you have a criminal record. "Can you copy" could be the term they use for "Is the bad guy standing next to you so I can read you some things."

It means they have checked someones drivers license and have a hit, meaning that person has a warrant either in the state or in another state. Means put the handcuffs on. Can you copy means can you take the information. Sometimes they will say is your radio secure, meaning they don't want the person to hear what they are going to say so they will not go all medieval on the cop.
