It means that it is impossible that Allah ever sleeps; nor even slumber. That is because He is never tired (unlike the Bible that states that God's weekend is the Sabbath (Saturday); especially Yom Kippur!) and sleep and even slumber is an un-befitting attribute to Allah.
However, that does not mean that Allah is awake! To be awake is an attribute to His creatures; not Himself! And the opposite of awakeness is sleep or even slumber. Allah's attributes are ultimate without any opposite. Glory be to Him!

On a side note, I don't know where you dug this up, but it's grammatically incorrect with "nor sleep" at the end . It should be placed right after "slumber" or at least have a comma after "slumber". Incredibly unimportant but these things drive me nuts, I'm crazy like that. ;-)

the muslims and the jews must think alike because that same line is found in psalm 121: "behold, the guardian of israel neither slumbers nor sleeps."
it means that G-d/allah is always with us whenever we need.

indications such as schizophrenia may result from loss of sleep, extraordinarily the absence thereof... we want a reset... the state-of-the-artwork dying of sleep is healing. i think of that the author of this sentence did no longer understand what they have been asserting... purely attempting to assert that Allah won't be able to be intoxicated by skill of human affairs... is consistently conscious... nevertheless, to dismiss sleep is folly.
