That's actually a start up setting that you can change. Right click on my computer and select properties. Then click on Advanced and then the Settings button in the Startup and Recovery section.

The first part of the page will allow you to sdjust those times. Typically, the first one is set to 3 - 5 seconds. Change it to what you want and then hit OK all the way out. Reboot to see it work.
