I live in an apartment and my children have drawn on their bedroom wall with permanent red marker. I got permission from the apartment manager to repaint the room. However, I can only use White Latex Primer. I have done 3 coats already, and still the red marker bleeds through. Is there anything that will help me get the primer to cover this up or get rid of the stain?

at home depot or lowes and most hardware stores that sell paint, carry a spray paint version of kilz primer. get a can . shake well and spray the affected areas, let dry, and if necessary spray a second coat and paint your wall

You need to use a pigmented shellac, like "B-I-N" or "Kilz". You can get this in a small amount, and use it over the marker. Let that dry according to the directions (it dries fast) then paint over with the latex primer.
Be sure it is a "Pigmented shellac"!

You need a primer that doesn't allow bleed through. A water-based epoxy primer works well.
