cats do not need milk once they are weaned. Most cats are lactose intolerant and giving them cow's milk will only give them an upset stomach and cause them to get diarrhea. If you cat likes milk you can get some "cat milk" sold at grocery stores or pet stores. Otherwise, just keep offering him water, and he will eventually drink it. Change it daily...maybe he is picky about the wate being fresh. See if he will drink from the sink, many cats drink more this way, they like the way the water moves.

Do not give your cat regular milk. This can cause it to get sick and have stomach aches and diarrhea which can lead to dehydration. Cats are lactose intolerant. You can give them goat's milk or cat milk in the pet section of your store. Is it possible your kitten is drinking more than you know? Make sure the water is clean. Try changing the bowl. It may have an issue with it. Cats are very picky sometimes. If you are feeding the kitten canned food it is getting some water that way and it may not be getting as thirsty. Good luck with your little kitty.

Pet stores sell a product called "cat milk replacement" (or something like that). If you want to give your cat milk this would be a good one to try. However, at four months, he really doesn't need milk anymore. Some cats are allergic to cow's milk so watch him to see if he gets diarrhea. If he's OK with the milk you could give him a little now and then as a treat.

At 4 months old, I'm sure this kitten is eating just fine all by himself. And, if he's eating, he's also drinking---as long as you've provided a water bowl for him. No, he does NOT need the milk anymore, and if you continue to supplement like this, you are going to create yourself a very obese cat. Sounds like you have mostly had dogs and expect a cat to "woof" it down like a dog. They do not. A few bites here and a few bites there----unless you have MY cat who does eat like a dog (at times), but he's weird! A "normal" cat nibbles for the most part, and yes, he is drinking---from somewhere--even the toilet or any form of running water.

IF your talking about cows milk, no, you cannot give cats milk, you shouldn't have been giving it to him as a kitten either. All Cats (and dogs) are lactose intolerant, they dont produce the enzyme needed to break down lactic acid. If your talking about kitten milk replacer, than she is plenty old enough to be off this. He will drink if he is thirsty, its an instictive thing so if hes otherwise healthy I dont think you need to worry about that.
