I have a friend trying to get an F-1 student visa from India to come to US. He was rejected once. He has all the stuff he needs according to the website - how important is it to hire a consultant and what do they do?

A consultant has an advantage in applying for a visa because of greater employment oppurtunities.

F-1 student visas are not granted simply on the basis of completed paperwork, The visa applicant must also convince the consul that he is a serious student, that the education he seeks will be useful in his own country, and that he will return to his own country at the completion of his studies. No consultant can help if the student is either academically weak or intends to remain in the US.
