Freeway is an interstate, Highway is an intrastate. Interstate goes state-to-state, intrastate is within a state.

A freeway does not have intersections with stop signs or stop lights. All freeways use on-ramps and off ramps, and intersections are accomplished with cloverleafs, and no stopping is necessary (expect at rush hour!). The opposing lanes are divided, or at least have a concrete barrier between them.

Highways are main roads, but they can include stoplights at intersections, left turns into traffic lanes, and are often not divided.

Some freeways are toll roads; and judging from road taxes, the "free" in freeway has nothing to do with money.

A highway is generally owned by the state, in which you live. its costs and maintenance are provided also by your state. a freeway or interstate system, is a product of the federal government. the share cost and maintenance of the portion of interstate system through each state, is shared on a percentage basis. example: the federal government pays 70% of costs and maintenance and each state or county, pays 30%. the states own the highways. the federal government owns the freeway/interstate system. end

Freeway: Limited access highway: using specific exit and entrances which are limited access only to each specific entry point.
Highway: Full access highway: not restricted by access by means of traffic lights and cross streets or roads.

I believe freeways have limited access (ramps) where there are no control devices at intersections. Vehicles are free to move in a forward direction at all times without having to stop for cross traffic.
