EPA has RCRA law that deals specifically with the storage, transport and disposal of Hazardous materials. Volumes of books and programs have been written to give a detailed account on disposal.

treat it so as to remove the more dangerous elements from the waste (primary, secondary ans terriary treatment)
the concentrated chemcials can be drummed and disposed off in sealed land fills and the less toxic or inert residue from the waste ca n be used for, say, plantation etc.

it all depends upon what type of waste is under consideration....
